Senior Advisor, Sidewalk Labs

Jim is the founder of the Ad Hoc Group, Inc., a firm that advises technology startups in regulated markets, such as energy, mobility, food, health, and smart cities.  He is also a Senior Advisor at Sidewalk Labs, an Alphabet company.

 Jim previously built and led the global regulatory team at Opower, Inc., where he experienced the full life cycle of the business from startup to IPO to acquisition. Under his leadership, Opower gained regulatory acceptance in more than 30 markets in the U.S. and globally.

Prior to Opower, Jim was an Energy & Climate Advisor at the U.S. Department of the Treasury. In that capacity, he supported National Economic Council Director Larry Summers on the U.N. High Level Advisory Group on Climate Change Financing (AGF) and was a member of the U.S. negotiating team that brokered the Copenhagen Accord in 2009. Jim has also worked in the State Department, Defense Department and in Congress as Communications Director to U.S. Congressman Rush Holt (ret.) from New Jersey.

 Jim earned a B.A. in Political Science from Haverford College and a M.P.A. from the Woodrow Wilson School at Princeton University.  He lives in Alexandria, Virginia with his wife and daughters, and chairs the city’s Environmental Policy Commission.
